About the new VEU Registry
We’re developing a new Victorian Energy Upgrades (VEU) Registry to support the VEU program and participants, which is set to launch on 3 June 2025. The new system will retain the core functions of the existing VEU Registry system and deliver new features for an improved user experience.
We’ll support current VEU Registry users to make sure they are prepared and know how to use the new Registry. This will include webinars, videos and guides.
Functions and features of the new VEU Registry system
The new VEU Registry will continue to support the VEU program and participants by managing the following key tasks:
- Creating, registering, transferring and surrendering Victorian energy efficiency certificates (VEECs) under the VEU program.
- Submitting and processing applications for accreditation, accreditation renewals, variation of accreditation and products.
- Submitting and processing project-based activities and reports.
- Tracking the ownership and status of all VEECs.
- Maintaining various public registers as required by the Victorian Energy Efficiency Target Act 2007.
The new Registry will also deliver new features to improve the user experience, including:
- Online forms for smoother submissions, with the ability to save and review as you go.
- Ability to upload more documents for efficient document management.
- Transparent application progress tracking to improve visibility.
- A user-friendly interface that is clear, intuitive and provides built-in guidance for tasks.
Input from current users to shape the new system
The design and development of the new system is being informed by engagement with current VEU Registry users, including accredited persons, energy retailers and other program participants.
This included an initial survey to all VEU account holders and interviews with those who expressed interest in sharing their views and experiences with the current VEU Registry system.

Frequently asked questions
Why are you upgrading the VEU Registry system?
The current VEU Registry has supported the VEU program for over 12 years. A modern system is now needed to improve program efficiency and experience, meet the requirements of recent legislative changes and support evolving program design and business needs.
What platforms will you use for the new VEU Registry?
Salesforce has been selected as the platform for our new VEU Registry system, which will be customised to meet the needs of the VEU program.
When is the new system going live?
The new VEU Registry will be launched on Tuesday, 3 June 2025.
Will I have access to the current VEU Registry after the launch of the new system?
The current VEU Registry will still be available, however this will be switched to 'read-only' mode from midday on Friday, 23 May 2025. 'Read-only' mode access from this date means users will only be able to view information in the system, but you won’t be able to make any changes, updates, or submissions.
Will there be downtime during the transition to the new VEU Registry system?
There will be a transition period from midday on Friday, 23 May 2025 to 9am on Tuesday, 3 June 2025 where any new activities, applications, forms, project updates, and request for transfers or surrenders will not be received.
To avoid disruptions, we recommend submitting your activities, applications and updates into the current system as early as possible. This will help ensure a smooth transition and processing of your submissions.
How do I access my account in the new VEU Registry system?
You will receive an email when your account is live in the new system. This email will include information and instructions on how to set up your account. We recommend you action this email as soon as you receive this information to check that your details are correct
Will all of my account holders have access to our new VEU Registry account?
All VEU account holders with up-to-date details will have access to your new VEU Registry account.
As part of the transition preparations if your account holders don’t receive a welcome email by Tuesday, 3 June 2025, please contact veuregistrysupport@esc.vic.gov.au for assistance.
Will my unique ID number remain the same?
Accredited persons will maintain their unique ID number with two leading zeroes added to it. This will allow for the program to grow in the coming years.
In the new system, all other account holders will be identified by their Entity name and will no longer have a visible unique ID number.
Will I be able to submit activities straight away?
The new system will go live at 9am on Tuesday, 3 June 2025. You will be able to submit activities from that date. We encourage you to check that your account details are correct, including your accreditation before submitting activities.
Will I be able to see / transfer / surrender my VEEC’s straight away?
Yes, you will be able to view, transfer and surrender your VEECs in the new system from 9am on Tuesday, 3 June 2025.
What if I need help?
For technical help before or after the launch, please contact veuregistrysupport@esc.vic.gov.au.
Will my registered Installers be transferred to the new system?
Verified installers with up to date and correct details will be transferred to the new VEU Registry system.
Will an installer who works with an aggregating accredited person have to register for the new VEU Registry system?
No. Installers will not have direct access to the new system. Accredited persons, who are aggregators, will need to register and manage their own installers as they currently do.
Do VEU Registry accounts allow multiple accounts within the one business?
There will be one account per ABN entity. If an entity does not have an ABN or wishes to participate in the program as a different type of participant (e.g. a relevant entity wishes to become and accredited person) they will need to contact VEU Support to create a new account.
As a primary account holder, you may create as many secondary account holders (users who have access to your account) as you require to manage your account. You are able to specify the level of access and permissions for what secondary account holders can do within your account.
Can other entities that are not distinct businesses, fill out the same Registry account form (e.g. not-for-profit organisations or government entities that may function as accredited persons)?
Any entity that has an ABN may register for a VEU Registry account and then apply for VEU accreditation, a VEET scheme registry account (VSRA) or submit a product application.
Will there be any provision for faster approval time in the lead up to and post go live to assist with creation delays?
There are always delays and impacts when transitioning to a new system, which we are working to minimise as much as possible. We are bolstering our support and processing functions throughout the transition period to support the VEEC assessment and registration, while balancing the need for compliance checks.
To minimise delays, accredited persons should submit activities as soon as possible, and where possible prior to the 5pm, 23 May 2025 deadline.
Will the invoicing process remain the same under the new VEU Registry system?
The invoicing process will remain on the same schedule once the new system goes live.

The new VEU Registry system will deliver features to improve the user experience:
Simplification and efficiency
- Streamlined account creation – Register using ABN verification and self-register users.
- User-friendly online forms – Save, review and complete accreditation, renewal and VEET scheme registry account (VSRA) applications at your own pace.
- Dynamic forms – Forms adapt based on inputs, making applications more intuitive.
- Automated Victorian energy efficiency certificate (VEEC) creation – For project-based activities (PBAs), VEECs will be automatically created after an impact report approval (no need for separate activity submissions).
Enhanced visibility and tracking
- Application tracking – Better visibility and tracking of an application.
- Integrated Request for Information (RFI) – To consolidate communication.
- Simplified activity submission forms – For a more efficient process for individual activities.
Security and integration
- Multi factor authentication (MFA) – Enabled for all users.
- Modern Application Programming Interface (API) connector – The ability to support bulk activity uploads.

- July 2025 – Enhancements to registration of all installers and other scheme participants.

Features that will be removed from the VEU Registry
- Nominations for product inclusions.
- VEEC Calculator.
Data migration: Information moving to the new system
The following information will be migrated to the new VEU Registry system:
- All current accredited person, trader, relevant entity and product applicant accounts.
- All inflight accreditation and VSRA applications.
- All account users.
- All current PBA Projects.
- All current registered installers for Activity 13, 14, 15, 17, 26 and 45 with complete name and date of birth information.
- All current created and registered VEECs and all VEECs that have a status of 'invalid' from the past two years.
- All activities submitted since 2018 (including those not yet assessed).
- All products, PBA M&V Professionals and Scheduled Activity Premises.
Information that will not be migrated to the new system
The following information will not be migrated to the new VEU Registry system:
- Inactive accounts – accounts that have not been used for over two years.
- All accounts that are not active participants in the program, such as accounts created to subscribe to VEU communications. The contact information on these accounts will be used to create a subscribers list. Please email veu@esc.vic.gov.au if you do not want to be included in this list.
- Inactive installers or those with missing or incorrect information.
- VEEC surrender and transfer records.
