New VEU Registry system: April update

A new Victorian Energy Upgrades (VEU) Registry system launching on 3 June 2025 to support the VEU program and participants, delivering enhanced functionality and a better user experience.

As we near the launch of the new Victorian Energy Upgrades (VEU) Registry system on 3 June 2025, we are finalising the system and preparing for the transition.

The new system will meet the needs of the VEU program and improve the user experience. However, some current VEU Registry features will not be immediately available in the new system. Please visit the 'What to expect' tab on our project website page for more information.

Important dates, deadlines and action required by VEU account holders are outlined below to minimise disruption as we transition to the new system.

Key dates and deadlines are in the table below for current VEU account holders to submit activities, applications and updates in the current VEU Registry before it is switched to 'read-only' at midday on Friday, 23 May 2025.

After the below deadlines, you will not be able to submit activities, applications or updates until the new system launches at 9am on Tuesday, 3 June 2025.

5pm on Friday, 9 May 2025	Cut-off date for: New account applications. New VEET Scheme Registry Account (VSRA) Registering new installers for Activities 13, 14, 15, 17, 26 and 45.	No new account applications or VSRA applications will be processed after 5pm Friday 9 May until after the new system goes live. In the new system, APs will need to complete a once off registration for all their installers (scheme participants) by inputting names and other basic details. This pre-populated information will then be used in the certificate creation process. For Activities 13, 14, 15, 17, 26 and 45 any existing installer details will be migrated. To support this process, please register any new installers for these activities by 9 May 2025.
5pm on Tuesday, 20 May 2025	Cut-off date for: Payment of VEEC creations.	Final batching will occur on Wednesday 21 May. Only activities with status of paid will be batched prior to the new system going live.
Midday on Friday, 23 May 2025	Cut-off date for: Completion of outstanding Victorian energy efficiency certificate (VEEC) transfers Submission of ALL activities completed in 2024 (1 Jan - 31 Dec 2024) * Current system switched to read-only, no new applications, activity submissions or changes until new system goes live.	VEEC transfers that are not completed by midday, 23 May will be cancelled, and the account holder will need to initiate a new transfer when the new system goes live. *Activities completed in the 2024 calendar year should be submitted ASAP. If submitted after 3 June 2025, there will be substantial delays, particularly for Activity 6 (high efficiency air conditioners) which may be 3 months or more. Reminder: As per the VEET Act, after 30 June 2025, certificates cannot be created for activities completed in the 2024 calendar year.
From 9am on Tuesday, 3 June 2025 (once new VEU Registry system goes live)	Once the new VEU Registry system goes live: APs must register installers (populating system with basic details) to enable certificate creation. If your installers were registered and verified for activities 13, 14, 15, 17, 26 and 45 in the current system, the registration will be automatically migrated to the new VEU Registry.	Installers for activities 13, 14, 15, 17, 26 and 45 who were registered and verified in the old system will be migrated. You will be able to register your other installers and commence certificate creation.
July 2025	Further details for any new installers for activities 13, 14, 15, 17, 26 and 45 may be requested at this time.	Please respond to any requests so that your new installers can continue to be used for certificate creations for these activities.

Checklist: How to prepare for the new VEU Registry system:

To ensure a smooth transition, we recommend all VEU account holders take the following steps before the new system goes live:

Submit all applications and activities early

Submit all activities, applications and updates in the current system as early as possible before the deadlines listed above.
Ensure all activities completed in 2024 are submitted before 23 May 2025 to avoid substantial processing delays.

Verify and update account information

Check and update your contact details to ensure you receive important communications.
For activities 13, 14, 15, 17, 26 and 45 review all registered installers, ensuring their details (names and dates of birth) are accurate and complete.

Back-up important data

Extract and save a full copy of your account information and any relevant data needed for your operations.

Be aware of system changes

A new bulk upload process will be introduced. There may be delays if your software application provider enables this feature (if you use a third party to manage your submissions). Documents are available in the 'Resources' tab on the project website page to help accredited persons and their software developers understand how to submit bulk uploads efficiently and adapt their systems ahead of the new VEU Registry system launch.

Submit all activities as soon as possible, and ahead of the 23 May, deadline to reduce disruptions to creation and registration of VEECs following the system go live.
Certificate creation can only occur where your installers basic details have been registered. Please ensure you have accurate details and allow for time for this once-off registration of each installer as part of initial creations in the new system.
