Regulated water businesses are required to comply with a number of Acts, legislative instruments, and our codes, standards and guidelines.
Our performance reporting work enables us to ensure businesses are compliant. We investigate potential breaches, and where appropriate, undertake enforcement action. View more on how we regulate the water sector, including Acts and legislative instruments.
Our water performance reports compare the performance of Victoria’s urban water businesses against each other and to inform customers about their water business.
Our outcomes reporting provides an overview of the self-assessments undertaken by Victorian water businesses of their performance against their outcome commitments made to customers at their last price review. We also provide high-level views on each business’s approach to its self-assessment and accountability for its performance.
Our compliance activities are shaped by our Compliance and Enforcement Policy.
We also conduct other studies and reviews as required. For example in 2013, we approved allowances for metropolitan water businesses to help customers manage the impact of water price increases in our desalination payments monitoring study 2012.

Our annual water performance report compares the performance of Victoria’s urban water businesses against each other.
We surveyed water customers across 16 state-owned urban and regional water corporations on four key areas: value for money, reputation in the community, level of trust and overall satisfaction.

Compliance and enforcement activities
We are proposing to introduce an obligation on water businesses to report to the Essential Services Commission on breaches of our Water Industry Standards.
We can accept enforceable undertakings from water businesses to support the long term interests of Victorian water consumers.
