The Essential Services Commission has initiated the retailer of last resort process to automatically transfer Victorian customers from failed electricity retailer QEnergy Limited (QEnergy) to other retailers to provide for the continued supply and sale of essential electricity services.
The Essential Services Commission has released its final decision on Coliban Water’s five-year pricing plan, with typical bills in 2023-24 set to increase by $109.
This means typical annual water and sewerage bills for residential owner occupier customers will increase 8 per cent – from $1,367 to $1,477 – from 1 July 2023.

The Essential Services Commission has released its final decision on Barwon Water’s five-year pricing plan, with typical bills in 2023-24 set to increase by $65.
This means typical annual water and sewerage bills for residential owner occupier customers will increase 6.1 per cent – from $1,076 to $1,141 – from 1 July 2023.

Water Performance Report 2021-2022
The typical Victorian residential water customer used slightly less water and saw lower bills in 2021-22 compared to the previous year, according to the latest Victorian water sector performance report from the Essential Services Commission.
The Essential Services Commission has released its draft decision on Barwon Water’s proposed five-year pricing plan for consultation, before a final decision is issued in June.
The commission’s director of pricing Marcus Crudden says, under the proposed plan, prices will decrease each year in real terms (before inflation) from 1 July 2023.

The Essential Services Commission has commenced proceedings in the Supreme Court of Victoria against energy retailers Mojo Power East Pty Limited (MPE) and QEnergy Limited (QEnergy). The applications relate to non-payment of penalties by the retailers after they allegedly failed to surrender energy efficiency certificates to offset their legislative liabilities under the Victorian Energy Upgrades program.
AusNet Electricity Services Pty Ltd (AusNet) has paid over $40,000 in penalties after it allegedly failed to notify four customers, including a customer registered with AusNet as requiring life support equipment, of a three-hour, planned power interruption that took place in Wodonga in June 2022.
On 21 December 2022, Iberdrola Australia Energy Markets Pty Limited (ACN 128 696 097) applied to transfer a licence from Iberdrola Australia Holdings Pty Ltd to retail electricity under section 31 of the Electricity Industry Act 2000.
Consultation on the licence application will close on 25 May 2023.

Overview
If you live in an embedded network, you may not be able to choose your electricity supplier but you still have rights.
The amount you can be charged for your electricity is capped. The maximum price for embedded networks is the Victorian Default Offer, which we set annually.
If you have a complaint that you are not able to resolve with your energy retailer, consider getting in touch with the Energy and Water Ombudsman on 1800 500 509. This
Sumo Power Pty Ltd and Sumo Gas Pty Ltd have paid penalties totalling $500,000 for arranging the alleged wrongful disconnection of 143 Victorian energy customers on 14 December 2020.
The Essential Services Commission served Sumo with 100 penalty notices in November 2021.
Commission Chair Kate Symons says there are clear rules energy businesses must follow before disconnecting a residential or small business customer’s energy supply.
Overview
In 2022, we developed a statement of expectations in relation to how transmission companies access land. The statement of expectations took effect on 1 June 2022 and remained in place until 29 February 2024. On 1 March 2024, the Land Access Code of Practice came into effect. Transmission companies are now required to comply with the Land Access Code of Practice and provide monthly performance reports in accordance with the Land Access Code of Practice.
