We have released updates to the VEU Registry and program documents to reflect legislative amendments, including introduction of the induction cooktop activity, and changes to water heating, space heating and cooling, and cold room activities.
VEET Regulations and VEU Specifications changes commencing 25 October 2024

The Department of Energy, Environment and Climate Action has released the Victorian Energy Upgrades (VEU) Specifications 2018 - Version 18.0 which come into effect today, 25 October 2024. This follows the making of the Victorian Energy Efficiency Target Amendment (Induction Cooktops and Co-payments) Regulations 2024 on 15 October 2024.
The changes include the introduction of:
- a new induction cooktop and freestanding combined induction cooking product activity (activity 46) commencing 25 October 2024
- warranty requirements for water heating activities (activities 1 and 3), space heating and cooling activity (activity 6), commercial and industrial heat pump water heater activity (activity 44) commencing 1 February 2025
- co-payment requirements for water heating activities (activities 1 and 3), space heating and cooling activity (activity 6), cold room activity (activity 43), and commercial and industrial heat pump water heater activity (activity 44) commencing 1 February 2025.
New induction cooktop and freestanding combined induction cooking product activity (activity 46)
Accredited persons will be able to create Victorian energy efficiency certificates (VEECs) for the sale of eligible induction cooktop or freestanding combined induction cooking products for installation in a residential premises with a gas or LPG connection from 25 October 2024.
Eligible products are those which meet the product requirements specified in Part 46 of the VEU Specifications and which are listed on the Secretary’s product list (i.e. list approved by the Secretary of the Department of Energy, Environment and Climate Action). Products listed on the Secretary’s product list are also automatically listed on the VEU Register of Products to enable accredited persons to create VEECs for this prescribed activity.
Other activity requirements include:
- Consumers must make a minimum co-payment amount of $200 (including GST) per product sold.
- The accredited person or scheme participant must provide the VEU Cooktop Consumer Fact Sheet to the energy consumer.
How to participate
Stakeholders (including existing accredited persons) who are interested in becoming accredited to create VEECs for the induction cooktop activity, can find application information and access the relevant forms on the How to become a VEU accredited persons and Accredited persons pages on the commission website.
Updated activity guide and new VEEC assignment form

Co-payment and warranty requirements commencing 1 February 2025
The updated VEET Regulations and VEU Specifications provide for new co-payment and warranty requirements to commence from 1 February 2025 for the following activities.

Next steps in assessing compliance of affected products with new warranty requirements
We will provide further advice and publish the product application requirements an applicant needs to meet to demonstrate compliance of their product with the new five year warranty requirement in November. We will consult with key stakeholders in setting these requirements. Products already registered in the VEU Register of Products for the activities listed above will also have to comply with the new warranty requirements. We will contact product applicants who have products currently listed on the VEU Register of Products to advise them on how to comply with new warranty requirements (as applicable) to keep their products listed on the register from 1 February 2025.
Updated program documents and forms
We have published the following updated documents to reflect the above changes and other minor changes including:
- Minor updates to invoice/proof of purchase record keeping requirements for activities in below activity guides for consistency.
- Amendment to record keeping requirement for high efficiency fridge and freezer activity (activity 22) to remove record keeping requirement for proof of delivery or installation.
- Amendments to licensing and record keeping requirements for refrigerated cabinets activity (activity 32) to reflect advice from Victorian Building Authority (VBA) that installation of remote refrigerated cabinets may require:
- installation by a registered or licensed plumber and/or person holding a refrigerant handling licence
- the issuing of a VBA compliance certificate.

We have recently released a consultation paper seeking stakeholder feedback on proposed amendments to decommissioning, disposal, record-keeping, and certificate creation form requirements for the water heating activities (activities 1 and 3), and the space heating and cooling activity (activity 6). We anticipate releasing an update to the Water Heating and Space Heating and Cooling Activity Guide by early December incorporating the outcomes of the consultation.
