We have updated Victorian Energy Upgrades program documents to reflect recent revisions to warranty requirements for water heating and space heating and cooling activities (activities 1, 3, 6 and 44).
We have also updated documents to clarify pricing and co-payment requirements for water heating (activities 1, 3 and 44), space heating and cooling (activity 6), cold room (activity 43) and induction cooktop (activity 46) activities.

Updated program documents – warranty and co-payment requirements
Updated product warranty requirements commencing 31 March 2025
On 31 January 2025, the Department of Energy, Environment and Climate Action (department) published an updated version of the Victorian Energy Upgrades Specifications Version 19.1.
We have updated relevant Victorian Energy Upgrades (VEU) program guides and forms to reflect the following updated product warranty requirements for water heating and space heating and cooling activities (activities 1, 3, 6 and 44):
- Apply a new commencement date of 31 March 2025 (instead of 1 February 2025).
- Expand the warranty requirements to include “The product must be covered by a warranty against defects for a period of at least five years from the date of installation, purchase or supply (as applicable).”
Clarification of pricing and co-payment requirements
In response to stakeholder queries, we have updated our activity guides and VEEC assignment forms as follows:
- for water heating (activities 1, 3 and 44), space heating and cooling (activity 6) and cold room (activity 43) activities - to clarify that pricing and co-payment information for these activities include both the product supply costs and labour/installation costs given the co-payment requirement applies to each installed product.
- for induction cooktop activity (activity 46) – to clarify that pricing and co-payment information recorded for these activities is for the product supply costs only and does not include labour/installation costs given the co-payment requirement for this activity applies to each product sold.
Updated Victorian energy efficiency certificate (VEEC) assignment forms
We have made the following updates to relevant VEEC assignment forms to reflect these changes:
- Update to VEEC assignment forms for activities 1, 3, 6 (residential only) and 44 to make clear that the following installer declaration is only mandatory from 31 March 2025:
- “I have provided the consumer with a copy of the warranty (with a minimum period of 5 years) for any heat pump water heater product(s) installed.”
- Update to VEEC assignment forms for activities 1, 3, 6, 43 and 44 to clarify that pricing and co-payment information recorded for these activities include both the product supply costs and labour/installation costs.
- Update to VEEC assignment form for activity 46 to clarify that pricing and co-payment information recorded does not include labour/installation costs.

Updated activity guides and product application guides
We have made the following updates to below activity guides to reflect these changes:
- Water Heating and Space Heating and Cooling Activity Guide and Commercial and Industrial Heat Pump Water Heater Activity Guide to:
- clarify that pricing and co-payment information recorded for activities 1, 3, 6 and 44 include both the product supply costs and labour/installation costs.
- reflect updated product warranty requirements for activities 1, 3, 6 and 44 to “five years from date of installation, purchase or supply (as applicable)”
- reflect that the warranty requirement applies from 31 March 2025.
- Cold Room Activity Guide (activity 43) to clarify that pricing and co-payment information recorded include both the product supply costs and labour/installation costs.
- Appliance Activity Guide (activity 46) Guide to clarify that pricing and co-payment information recorded does not include delivery and/or labour/installation costs.
- Water Heating and Space Heating and Cooling Product Application Guide and Commercial and Industrial Air Source Heat Pump Water Heater Product Application Guide to:
- reflect updated product warranty requirements for activities 1, 3, 6 and 44 have been expanded to “five years from date of installation, purchase or supply (as applicable)”
- reflect that the product warranty requirement applies from 31 March 2025.
