Changes to water heating, space heating and cooling, cold room, induction cooktop and low flow shower rose activities

We have updated Victorian Energy Upgrades program documents to reflect co-payment and warranty requirements for water heating (activities 1, 3 and 44), space heating and cooling (activity 6) and cold room (activity 43) activities commencing on 1 February.

We have also made a minor update to the activity guide for induction cooktop activity (activity 46) and to VEEC creation forms for the low flow shower rose activity (activity 17).

Updated program documents – co-payment and warranty requirements for water heating, space heating and cooling, and cold room activities

We have updated relevant Victorian Energy Upgrades (VEU) program guides and forms to reflect the commencement of the following co-payment and warranty requirements on 1 February 2025:

Minimum five-year product warranty requirement for relevant products installed under water heating (activities 1, 3 and 44) and space heating and cooling (activity 6) activities.
Co-payment requirements for water heating (activities 1, 3 and 44), space heating and cooling (activity 6), and cold room (activity 43) activities.

These changes seek to improve the quality of heat pump water heater, reverse-cycle air conditioning products and cold room upgrades undertaken in the VEU program, to deliver better outcomes for consumers.

Updated Victorian energy efficiency certificate (VEEC) creation and assignment forms

We have made the following updates to relevant VEEC creation and assignment forms to reflect these changes:

Fields added to VEEC creation and assignment forms for activities 1, 3, 6, 43 and 44 as follows:
- price of product(s) including GST (before VEEC incentive)
- consumer payment for product(s) including GST.
Installer co-payment declaration added to VEEC assignment forms for activities 1, 3, 6, 43 and 44.
Installer warranty provision declaration added to VEEC assignment forms for activities 1, 3, 6 and 44.

Some of the above changes to activity 6 VEEC assignment and VEEC creation forms have been previously communicated in previous program update of 13 December 2024.

Accredited persons and scheme participants will need to use the updated VEEC assignment and creation forms for activities undertaken from 10 February 2025. You can access updated forms via links in table below:

Updated activity guides

We have made the following updates to relevant activity guides to reflect these changes:

Guidance added to the Water Heating and Space Heating and Cooling Activity Guide on:
- completing pricing and co-payment fields in VEEC creation forms for water heating and space heating activities (activities 1 and 3)
- completing other fields in VEEC creation forms for space heating and cooling activity (activity 6), in particular capturing sizing information.
Guidance added to the Commercial and Industrial Heat Pump Water Heater Activity Guide (activity 44) on completing pricing and co-payment fields in the activity’s VEEC creation form.
Guidance added to the Cold Room Activity Guide (activity 43) on completing pricing and co-payment fields in the activity’s VEEC creation form.

Minor updates to activity guides - commercial and industrial heat pump water heater, and appliance activities

We have updated the following activity guides to address issues raised by stakeholders:

Update to the Commercial and Industrial Heat Pump Water Heater Activity Guide to clarify that installers need to hold a compliant refrigerant handling licence, in line with licence requirements published on the Australian Refrigeration Council (ARC) website.
Update to the Appliance Activity Guide to clarify that, for the induction cooktop activity (activity 46), where a consumer’s premises is supplied by LPG, the LPG invoice collected needs to be a recent invoice. The requirement for the LPG invoice to be issued within three months of the purchase of the cooktop has been removed.

Minor updates to VEEC creation forms - low flow shower rose activity

We added the following new fields to the low flow shower rose activity (activity 17) residential and business VEEC creation forms, to allow for three different types of shower roses to be submitted for creation:

Product Brand 3
Product Model 3
Quantity 3.

These new fields are not mandatory as part of a creation claim. This change is being made to streamline the VEEC creation process for accredited persons when installing three different types of shower roses at a premises. Please note that a maximum of three shower roses can be installed at a residential premises under the VEU program.

From 10 February 2025, accredited persons are required to use the updated forms when submitting creation claims for activities undertaken on or after 1 January 2024.
