The coronavirus pandemic is challenging our community in new ways. Many consumers and businesses are experiencing financial distress and uncertainty - and the broader impact on our lives will not be known for some time.
As providers of essential services, the businesses we regulate are critical for ensuring the Victorian community can continue to function during and after this pandemic.
The state’s independent economic regulator has reassured water customers help is available if they have trouble paying their bills due to the summer bushfires and the coronavirus pandemic.
The Essential Services Commission sets requirements for water businesses to offer customers support if they are experiencing payment difficulty.
Commission chairperson Kate Symons says it is important customers know that help is available, particularly at this challenging time.
The Victorian Government asked us to provide advice on how to address issues of competition, system-level resilience, service quality and greater transparency in the waste and resource recovery sector.

Tens of thousands of Victorian energy consumers who rely on life support equipment at home will now have greater protections under new rules from the Victorian energy regulator.
More than 100,000 Victorians living in apartments, caravan parks and retirement villages will now get a chance to have their say on how electricity prices are set for embedded networks.
Embedded network customers are currently not fully covered by the same price protections as other customers.

The state’s independent pricing regulator has released a draft decision approving South Gippsland Water’s proposal to increase water and sewerage prices over the next three years.

Victorian energy efficiency certificates (VEECs) can be created through new installations or upgrades, with approved products, that deliver energy savings, when carried out by an accredited person
IPower Pty Ltd and IPower 2 Pty Ltd trading as Simply Energy, have paid a penalty of $20,000 following the issue of a penalty notice by the commission. The commission alleged that Simply Energy failed to obtain the explicit informed consent of a customer before arranging to transfer the customer to a Simply Energy contract.

Victorian Energy Upgrades accredited persons submitting claims should ensure that they can provide all supporting evidence on request.
We use a formal process to exercise our responsibilities under the Essential Services Commission Act 2001.
These responsibilities include:
- developing reports on how markets operate
- making price determinations
- taking compliance and enforcement actions
- producing compliance assessments and audits
- approving new market entrants
We have completed our review of the prices South Gippsland Water will charge from 1 July 2020.
We conducted our review under our new PREMO pricing framework, which:
- promotes better value and outcomes for Victorian water customers
- requires water businesses to undertake meaningful customer engagement to inform their price submissions.
Register of Scheduled Activity Premises
We maintain a Register of Scheduled Activity Premises in order to provide stakeholders with information on which premises are scheduled activity premises and the status of these premises under the program.
You can review the status of a premises for the purposes of determining the premises’ eligibility for certificate creation or for relevant entity compliance in the register.
