Overview
The Compliance and Performance Reporting Guideline sets out what retailers and distributors need to report to us. To help ensure we receive the correct information, we ask regulated businesses to use reporting templates we have created.
This decision focuses on amending the reporting guideline so that it aligns with new customer entitlements that came into effect on 1 July 2019.
We also made administrative changes to the reporting guideline that affect both energy retailers and distribution businesses. This includes updating compliance measures and modifying existing performance indicators to promote consistency in reporting by energy businesses.
The new guideline is effective from 1 July 2020.
The current version of the guideline continues to be effective until 30 June 2020 and can be viewed at: Compliance and Performance Reporting Guideline.

We are collecting new information to help us monitor customer entitlements
This new information will help us monitor the new customer entitlements that seek to help customers access The Victorian Default Offer, an energy offer where the price is set and regulated by the commission and requiring energy retailers to offer customers with clearer and tailored information about energy products. These changes require energy retailers to report to us on their performance and how they follow the new energy rules under the new entitlements.
We clarified existing performance indicators
Following feedback from retailers we have clarified existing indicators, to ensure consistency and clarity when retailers are submitting performance data.

Note: Amendments made on 19 December 2019 to the Compliance and Performance Reporting Guideline (Version 5) for breach reporting (RB1230, RB1424, RB1426 and RB1428) to be consistent with classification in the Final Decision.
On 20 July 2020 minor amendments were made to performance indicators B030, B080, B100, B105, AS062, D051B, D140 to be consistent with the intention in the final decision paper.
