Water heating and space heating activity updates

We have released an update to the Water Heating and Space Heating and Cooling Activity Guide and VEEC assignment forms. This is in response to changes and stakeholder feedback received since these documents were updated in response to the Department of Energy, Environment and Climate Action’s release of Victorian Energy Upgrades (VEU) Specifications 2018 - Version 15.0 (VEU Specifications)

1. Water heating activities (activities 1A, 1B and 1F) and space heating activities (activities 5, 7, 9, 10 & 23) becoming ineligible for VEECs from 1 July 2023

We have updated the activity guide and VEEC assignment forms to reflect the removal of these activities from the program from 1 July 2023. 

Accredited persons intending to create certificates for these activities undertaken prior to 1 July 2023 will need to refer to the previous version of the guide (version 3.1) for activity requirements. 

2. Clarification on the installation limits set out in the activity guide (activities 1, 3 and 6)

We have updated the activity guide to clarify that only one product can be installed for each decommissioned product for all decommissioning activity scenarios for water heating activities (1 and 3) and space heating activities (activity 6), as per requirements outlined in the VEU Specifications.

3. Clarification on our record-keeping requirements regarding disposal or recycling record/disposal transportation record (activities 1, 3 and 6)

We have updated the activity guide to clarify the records that that accredited persons need to collect and maintain to demonstrate that the decommissioned product has been disposed of in compliance with the Victorian environment protection framework.

4. Clarification on licencing requirements for installation of split system heat pump water heaters (activities 1 and 3)

We have updated table 5 of the activity guide, following consultation with the Victorian Building Authority, to clarify licensing requirements for installation of split system heat pump water heaters under the program.
