Update to non-building based lighting upgrade (activity 35) requirements
We are strengthening record keeping requirements for non-building based lighting (activity 35) under the Victorian Energy Upgrades (VEU) program, to safeguard consumers and support program participant compliance.
Additional information must now be collected to ensure that either the tenant or owner of the property has been identified as the energy consumer and that they have authorised the upgrade.
Additional requirements for accredited persons and upgrade managers
Accredited persons must collect and retain:
- contractual or transaction record that identifies the consumer of electricity at the upgraded premises (for example, electricity invoice issued by an energy retailer to the consumer for the upgraded premises within three months prior to the activity date)
or
- Victorian Government or council issued document (for example, copy of land title or council rates notice), or a statutory declaration, that identifies the owner of the upgrade premises.
The Upgrade Manager must declare on the VEEC assignment form that “I have collected evidence that satisfies me that the consumer listed below can assign the right to create certificates for this lighting upgrade under section 16 of the Victorian Energy Efficiency Target Act 2007 and I am satisfied that the signatory below has authority to sign on behalf of that consumer”.
We have updated the Non-Building Based Lighting Upgrade (Activity 35) Guide and relevant VEEC assignment form to reflect the above requirements. We will update the VEET Guidelines shortly.
Accredited persons are required to collect the above records and use the updated VEEC assignment form for non-building based lighting upgrade activities undertaken from 22 July 2024.
