Clarifying appropriate use of Victorian Government, VEU and Essential Services Commission logos, and images of parliamentarians by VEU industry participants.
Rules about use of VEU and other government-owned logos and images of parliamentarians
6 January 2025
The commission is aware that some accredited persons and scheme participants have improperly used the Victorian Government logo. We have also received queries about the proper use of the Victorian Energy Upgrades (VEU) logo and other related branding.
In addition to the guidance below, please refer to the stakeholder pack on the Department of Energy, Environment and Climate Action (department) website. This pack includes VEU-branded social media tiles and fact sheets approved for use by accredited persons and scheme participants. Please note that a condition of the use of these tiles is that they must not be edited.
VEU and Victorian Government logo use
The VEU and Victorian Government logos are the property of the Victorian Government and cannot be used by accredited persons or scheme participants.
If you wish to use the VEU logo to promote the program, you must use the VEU-branded social media tiles and fact sheets provided by the Victorian Government. These cannot be altered in any way and are available in the stakeholder pack on the department’s website.
Unlawful use of the VEU and Victorian Government logos by accredited persons or your scheme participants may contravene the VEU code of conduct and/or the Australian Consumer Law (Victoria).
Accredited persons and scheme participants must comply with Clauses 4(d) and 13(c) of the VEU code of conduct, ensuring that they do not mislead consumers into believing they work for, or on behalf of, the Victorian Government.
Unlawful use may also indicate that the business is not fit and proper or competent and capable for the purposes of VEU accreditation and will be considered during renewal application assessment.
Essential Services Commission logo
The Essential Services Commission logo cannot be used by any other party unless it is specifically authorised, such as on an approved form or template supplied and approved by the commission.
Accredited persons and scheme participants must comply with Clauses 4(d) and 13(c) of the VEU code of conduct, ensuring that they do not mislead consumers into believing they work for, or on behalf of, the Victorian Government.
If you’re not sure if you’re authorised to use the Essential Services Commission logo, email veu@esc.vic.gov.au.
Images of parliamentarians
You cannot use of images of parliamentarians without authorisation. Unauthorised use is considered unlawful, potentially misleading and could indicate that the person is not fit and proper, or competent or capable for the purpose of accreditation.
Recommended next steps
Please review the marketing materials that you and your scheme participants use and ensure they comply with the requirements in this program update. Your marketing materials include websites, advertising and other promotional materials.
You must ensure that the Victorian Government, VEU and Essential Services Commission logos, and any images of parliamentarians are used only in accordance with the requirements listed in this program update. As an accredited person you are responsible for the conduct of any scheme participants you work with.
The commission takes the issue of non-compliance in the VEU program seriously and may take compliance and enforcement action under the Victorian Energy Efficiency Target Act 2007 or Essential Services Commission Act 2001 if the law is broken.
