We have released updated activity guides to clarify requirements for pre-rinse spray valve (activity 36) and lighting (activities 27, 34 and 35) activities in the Victorian Energy Upgrades program.
Clarifying activity requirements: pre-rinse spray valves (activity 36) and lighting (activities 27, 34 and 35)

In response to stakeholder queries, we have updated the activity guides for the pre-rinse spray valve (activity 36) and lighting (activities 27, 34 and 35) activities to clarify the following:
- eligibility of different types of pre-rinse spray valve installations
- timing of eligibility of upgrades for lighting activities.
Clarifying eligibility requirements for the pre-rinse spray valve activity (activity 36)
We have updated the Appliance Activity Guide to provide more guidance for accredited persons and installers on the type and nature of installations eligible for Victorian energy efficiency certificates (VEECs) under the pre-rinse spray valve activity.
We have updated the activity guide to clarify:
- the pre-rinse spray valve must be installed on an existing fitting designed and built specifically to fit a pre-rinse spray valve and have a hot water connection
- the existing fitting must not be modified to accommodate installation of the product
- the existing fitting must be in place at the time the accredited person or scheme participant contacts the consumer about the upgrade and before the installer commences work
- pre-rinse spray valves should only be installed in sinks in commercial kitchen
- only one pre-rinse spray valve should be installed per fitting.
We have also included new photographs in appendix C of the activity guide to help identify which type of installation environments are eligible to be upgraded under the pre-rinse spray valve activity.
The commission may take compliance and enforcement action against accredited persons who create VEECs that do not comply with the VEU program rules, including:
- Requiring surrender of certificates for activities deemed by the commission to be ineligible.
- Suspending, cancelling or not renewing accreditation.
- Imposing conditions on accreditation.
Clarification on the timing of lighting upgrades (activities 27, 34 and 35)
We have updated the Public Lighting Upgrade Activity Guide, Non Building Based Lighting Upgrade Activity Guide and Building Based Lighting Upgrade Activity Guide to clarify that an upgrade must be completed on or after the date a person or business is accredited or approved to undertake the activity to be eligible for VEECs.
