We have implemented changes to VEEC creation and assignment forms for all activities to support commission sending surveys to consumers and in preparation for the Victorian Government’s proposed telemarketing and doorknocking ban.

Changes to VEEC assignment forms
The Victorian Government has signalled its intention to make amendments to the Victorian Energy Efficiency Target Regulations 2008 introducing a ban on ‘cold-calling’ telemarketing and doorknocking marketing practices. Under the proposed ban:
- From 1 May 2024, an accredited person or scheme participant can only generate leads for, or market VEU activities on a phone call with a person with express prior consent.
- From 1 August 2024, an accredited person or scheme participant can only generate leads for, or market VEU activities while at a person’s home or business premises with express prior consent.
Although final regulations have not yet been made, the Commission is providing advice and support to APs and other stakeholders, and updating our systems and processes based on the preferred option to enable readiness for the proposed commencement dates.
Accredited persons will be required to collect the consumer’s email address in the VEEC assignment form for all activities from 1 May 2024. This will enable us to conduct consumer surveys via email to determine whether an activity was undertaken in compliance with program rules and assess consumer satisfaction with their experience under the program.
We have amended the VEEC assignment form for all activities as follows:
- added a consumer email address field
- included a statement in the consumer declaration that they are aware that the commission may use the details provided in the form to contact them about the activity and to issue commission correspondence
- changes to the installer and consumer declaration in the form for legal clarity
- removal of accredited person declarations across all forms for consistency.
Accredited persons will be required to use the updated VEEC assignment forms for all activities undertaken from 1 May 2024.

Changes to VEEC creation forms
Changes to add consumer email address fields – all activities
We have updated the VEEC creation form for all activities to include a new field to record the consumer’s email address as follows:
- “Authorised Signatory Email Address" field added after "Authorised Signatory Phone Number" field in all VEEC creation forms for activities undertaken at business premises.
- “Consumer Email Address” field added after “Consumer Phone Number” field in all VEEC creation forms for activities undertaken at residential premises.
Changes to lead generation fields – activities 1, 3, 6, 15, 17, 30 and 32
We collect lead generation information in the VEEC creation forms for the following VEU activities:
- Water heating activities – activities 1 and 3
- Space heating activities – activity 6
- Weather sealing - activity 15
- Low flow shower rose – activity 17
- In-home display unit – activity 30
- Refrigerated cabinet – activity 32.
In preparation for the proposed bans, we have updated the VEEC creation forms for above activities to expand the drop down selection for the ‘Method of Lead Generation’ field to reflect the following marketing practices permitted after the ban commences:
- telemarketing with express prior consent
- door-to-door sales with express prior consent.
You can review the VEEC creation forms for activity 6 – residential and non-residential activities for an example of above changes. Accredited persons will need to use the new VEEC creation forms to submit creations for activities carried out from 1 May 2024.
