Changes to refrigerator and freezer, television and clothes dryer activities
The Department of Energy, Environment and Climate Action has released the Victorian Energy Upgrades (VEU) Specifications 2018 - Version 19.0, which came into effect yesterday, 17 December 2024.
The updated VEU Specifications introduce the following changes for high efficiency refrigerator and freezer (activity 22), high efficiency television (activity 24) and energy efficient clothes dryer (activity 25) activities:
- simplified greenhouse gas abatement calculations, with one VEEC being awarded when an eligible product is installed
- updated product requirements and product standards.
Updated program documents and forms
We have published the following updated program guides to reflect changes to these activities:
We have also released amended VEEC assignment forms for these activities, which are available for download from the Appliance Activities page of the commission website. Accredited persons will need to use the updated VEEC assignment form for all activities carried out from 20 January 2025.
We will also be deploying amended VEEC creation forms for these activities tonight to allow for multiple products being submitted as part of a single creation claim.

Updated VEU Register of Products
We have updated the VEU Register of Products to:
- include products listed on the Greenhouse and Energy Minimum Standards (GEMS) Register that meet the updated product requirements for product categories 22, 24 and 25 in the VEU Specifications
- remove products that do not meet the updated product requirements for product categories 22, 24 and 25 in the VEU Specifications.
Minor updates to induction cooktop activity forms
We released guidance and forms to support the introduction of the induction cooktop activity into the VEU program on 25 October 2024. We have now released the following updates to our forms for additional clarity:
- update to the pricing fields in the VEEC creation form to make clear that the values are inclusive of GST and to make fields free text fields (changes to be deployed tonight in the VEU Registry)
- update to the VEEC assignment form to record whether the consumer has been provided a copy of the VEU Cooktop Consumer Fact Sheet as required under the activity’s program rules.
Accredited persons will need to use the updated VEEC assignment form for all activities carried out from 20 January 2025.
