Enforcement action against Carers Club Australia Pty Ltd

The commission has taken enforcement action against accredited business Carers Club Australia (trading as Care for Environment) for allegedly breaching the Victorian Energy Upgrades (VEU) program rules.
Alleged breach
Care for Environment allegedly breached the VEU program rules by creating Victorian energy efficiency certificates (VEECs) for household weather sealing upgrades that did not occur.
We found that consumer details were falsified, however no individual Victorians were directly affected.
Conduct that could compromise the VEU program’s integrity and reputation are enduring compliance and enforcement priorities of the commission.
Our decision
We have:
- Cancelled Care for Environment’s VEU accreditation and disqualified them from re-applying for VEU accreditation for five years, as they are no longer considered to be fit and proper to be accredited in the VEU program.
- Refused registration and ordered the surrender of all certificates created by Care for Environment from 1 May to 31 December 2024, valued at around $10 million.
This action follows the immediate suspension of Care for Environment’s accreditation on 23 December 2024, while the commission further investigated the alleged conduct.
The commission will consider further enforcement action against the company and its officers.
