Revocation of Australian State Energy Upgrades’ VEU program accreditation
In November 2022, we cancelled the accreditation of Sara Corporation Pty Ltd, trading as Australian State Energy Upgrades (ASEU), under the Victorian Energy Upgrades (VEU) program for failing to comply with a mandatory order, issued after ASEU allegedly breached program rules.
In June 2022, we ordered ASEU to surrender 47,909 energy efficiency certificates worth approximately $3 million. It followed our investigation into ASEU which indicated there were significant and systemic breaches of the program rules including allegations of deliberate non-compliance.
ASEU failed to surrender energy efficiency certificates as required by the order and we revoked its accreditation, effective from 11 November 2022.
We will not hesitate to take enforcement action should accredited persons breach program rules or fail to comply with commission orders.
All accredited persons are urged to review their business activities, practices and behaviours to ensure they follow the program rules.
Alleged breaches
The alleged breaches of the rules included:
- failure to comply with the order made pursuant to section 40(1) of the Victorian Energy Efficiency Target Act 2007
Our decision
We decided:
- to revoke the accreditation of Australian State Energy Upgrades under the Victorian Energy Upgrades program effective from 11 November 2022
