Overview
Unaccounted for gas (UAFG) is the difference between the measured quantity of gas entering the gas distribution system from various supply points and the gas delivered to customers.
With the current benchmarks set to expire at the end of 2022, we have published our final decision. This sets updated benchmarks to apply to gas distributors (Australian Gas Networks, AusNet Services and Multinet Gas) for the next regulatory period from 1 July 2023 to 30 June 2028.
The final decision also extended the existing benchmarks for a six month transitional period from 1 January 2023 to 30 June 2023. This aligns with the changes made to national regulatory framework. To reflect this and other administrative changes, consequential drafting amendments have been made to the Gas Distribution System Code of Practice.
This review focused on setting the benchmarks using the same methodology that was substantively reviewed as part of our 2017 review. A more substantive review of the Gas Distribution System Code of Practice will be considered in due course.

Feedback on our draft decision
We consulted on the unaccounted for gas benchmarks until 25 November 2022 mostly via Engage Victoria. We received 11 submissions. Submissions included feedback on the six-month transitional matter, drafting clarity on the code of practice and climate change consideration when setting the benchmarks.
We considered these feedback towards our final decision on the 2022 review of unaccounted for gas benchmarks.
