Victorian Energy Upgrades (VEU) appliance activities can be undertaken in residential and non-residential settings.
Appliance activities
Overview
This page provides information for accredited providers and scheme participants of the VEU program. To access consumer information on the program, please go to the Energy saving information for consumers page.
Residential and non-residential appliance activities
This category includes:
- high-efficiency refrigerator and freezer (activity 22)
- high-efficiency television (activity 24)
- energy-efficient clothes dryer (activity 25)
- high efficiency pool pump (activity 26)
- in-home display unit (residential only) (activity 30)
- Induction cooktop and freestanding combined induction cooking product (activity 46).
Activities 22, 24, and 25 only require accredited providers to collect a written record of purchase of eligible products (and not a record of the physical installation of these products as required in other activities under the program).
For activity 46, Victorian energy efficiency certificates (VEECs) are able to be created by the accredited person where eligible induction cooktops or freestanding combined induction cooking products are sold to the energy consumer in accordance with the activity requirements.
Non-residential appliance activities
This category includes:
- high-efficiency motor (activity 31)
- refrigerated display cabinet/refrigerated cabinet (activity 32) - a discount factor of zero was applied for installation of products belonging to product class 1 to 11 (inclusive) under the GEMS (Refrigerated Cabinets) Determination 2020 (Cth) effective from 29 June 2022
- refrigeration/ventilation fan motor activities (activity 33)
- water efficient pre-rinse spray valve activities (activity 36).

The Victorian Energy Upgrades code of conduct
On 1 July 2022, the Victorian Energy Upgrades code of conduct came into effect. It was designed to protect consumers and set out the behaviours required from accredited providers and scheme participants e.g. third parties involved in the delivery of upgrades under the program.
Get involved
If you are interested in undertaking appliances activities, you can either:
- work with an accredited person who is accredited to undertake these activities
- apply for accreditation or, if you are already an accredited person, apply for additional activity approval.
Get appliance products listed on the VEU Register of Products
Any products installed as part of these activities must be listed on the VEU Register of Products by the time of certificate creation. For most activities, this involves a product application process.
For induction cooktop (activity 46), products approved for listing by the Secretary of the Department of Energy, Environment and Climate Action on the VEU website is automatically listed on the VEU Register of Products.
For the following activities with products listed on the Greenhouse and Energy Minimum Standards (GEMS) Register, we periodically update VEU Register of Products with products listed on the GEMS register (i.e. stakeholders may not need to apply for product approval to be listed on our register):
- high-efficiency refrigerator and freezer (activity 22)
- high-efficiency television (activity 24)
- energy-efficient clothes dryer (activity 25)
- high-efficiency motor (31A product only) (activity 31).

A trial duplicate address checking tool is now available for weather sealing, low flow shower roses and in-home displays that allows accredited persons to check whether Victorian energy efficiency certificates have been created at an address for these residential activities.
