Rebecca Billings reappointed as commissioner for a second term

Rebecca Billings has been reappointed as part-time commissioner at the Essential Services Commission for a second five-year term to serve alongside fellow commissioners, Chairperson Gerard Brody, Elly Patira and Jess Young.
Since Rebecca joined as a part-time commissioner in 2020, the commission has evolved into a stronger consumer-focused regulator with a broader and more complex range of functions, including a strong compliance and enforcement focus.
Rebecca has over 25 years’ experience providing economic, policy and operational advice to government across a range of regulatory systems, both as a consultant and a public servant.
Rebecca is also a commissioner at the Essential Services Commission of South Australia (ESCOSA) and Chair of the National Regulators Community of Practice (NRCoP). She is passionate about ensuring regulatory appropriateness, effectiveness and efficiency to maximise public benefit and impact.
Essential Services Commission Chairperson Gerard Brody welcomed the news.

“Rebecca’s expertise across economics, policy and regulation contributes to the breadth of experience and perspectives at the commission, which is essential to good decision-making,” he said.
Rebecca said she is honoured to be reappointed as a part-time commissioner.
“I’m proud of what we have achieved in my time at the commission to-date, and I am really excited about the next five years under Gerard's leadership – focusing on how we can achieve greater public value, lifting our engagement and using all our regulatory tools to deliver outcomes for the long-term interests of Victorian consumers.,” Rebecca said.
