Essential Services Commission appoints Baethan Mullen as Executive Director – Victorian Energy Upgrades

The Essential Services Commission has appointed Baethan Mullen as Executive Director – Victorian Energy Upgrades following a competitive recruitment search.
Baethan joins the commission from the Australian Consumer and Competition Commission (ACCC) where he has held several leadership roles during his almost 20 years at the ACCC. These include senior management roles across communications, electricity and merger regulation, and most recently as General Manager, Economics and International. Baethan has Bachelor degrees in Commerce and Economics from the University of Melbourne and the Australian National University, and a Master of Competition and Consumer Law from the University of Melbourne.
As Executive Director – Victorian Energy Upgrades, Baethan has management oversight of the program as it relates to the commission’s program administration and regulation functions. This includes Victorian energy efficiency certificate eligibility assessment and registration, product and project based activity approvals and accreditation. He also oversees the commission’s recently strengthened audit, compliance and enforcement functions, stakeholder engagement, and collaboration with policymakers and fellow regulators.
