Activity 21A non omni-directionality transition period
We have finalised our consultation on the transition period to allow non omni-directional lamps to be installed under activity 21A of the Victorian Energy Upgrades (VEU) program. We have decided to extend the transition period for these lamps until 31 July 2019.
Our decision
Accredited Persons (APs) can install non omni-directional lamps under activity 21A of the program until 31 July 2019 under conditions specified in the Space Conditioning, Shower Rose and Incandescent Lighting Activity Guide.
From 1 August 2019, all products to be installed for this activity must meet the omni-directionality requirement for this activity.
Stakeholder submissions
We recently sought stakeholders’ views on our proposal to extend the transition period to install non omni-directional lamps for activity 21A under the program to 31 July 2019.
Nine stakeholders made submissions to our consultation which closed on 24 April 2019. Six stakeholders supported the extension of the transition period by either a month or a longer period. Three stakeholders did not support an extension.
Rationale for our decision
We have accepted the position made by the majority of submissions that the transition period should be extended to allow APs some additional time to install non-omni directional lamps, given the introduction of requirements that installations be carried out by licensed electricians and the pre-approval of APs to conduct all installations may have delayed the commencement of this activity for some stakeholders.
We believe an extension period of one month to 31 July 2019 as proposed in our consultation paper appropriately balances the requirements and expectations of program stakeholders.
